asked the Secretary of State for Wales what emergency procedure he has set up to deal with oil that might leak into the sea in the event of accidents involving oil tankers off the coast of Gwynedd.

Responsibility for dealing with oil pollution at sea rests with my right hon. Friend the Secretary of State for Trade. Every coastal local authority in Gwynedd has prepared a contingency plan to deal with oil pollution which is within one mile of the Gwynedd coast. The Welsh Office and the Department of Trade held a full-scale exercise in April 1976 which confirmed that these plans were operationally sound.
