asked the Secretary of State for Scotland whether he will now take steps to introduce a code of practice for housing authorities for the implementation of the Housing (Homeless Persons) Act, in the same detailed form as the code for England and Wales.

The advice and guidance in the circular issued recently by my right hon. Friend—SDD No. 13/1978, SWSG SW/1/1978—constitutes a sound basis for Scottish housing authorities to face up to their new statutory responsibilities. We shall be assessing with the Convention of Scottish Local Authorities experience of the early operation of the Housing (Homeless Persons) Act to determine what further guidance would be useful.
