HC Deb 04 April 1978 vol 947 cc112-4W
Mr. Spearing

asked the Chancellor of the Exchequer how much in terms of pounds sterling was paid to the EEC by each member country in the latest financial year under each agricultural chapter or other main heading; and how much was received.

Mr. Joel Barnett

No information is available about the amount paid by each member State to the Community budget under each agricultural chapter as member States contribute to the Community budget as a whole and not separately to individual parts. Member States' percentage contributions to the 1976 Community budget were as follows:

Belgium 6.49
Denmark 2.08
Germany 27.48
France 21.54
Ireland 0.51
Italy 17.17
Luxembourg 0.15
Netherlands 8.80
United Kingdom 16.30

Information on receipts by each member State from the 1976 budget is as follows:

*These figures only take account of the "importer pays" system, they do not take account of the "exporter pays" system for monetary compensatory amounts introduced in May 1976, whereby the exporting member State pays the intra-Community trade MCA for the importing member State. To take account of this, the figures for mca's and the total would have to be adjusted by the following amounts:
-9.8 -76.5 -29.8 -42.3 -58.6 +56.5 -60.7 +221.2

The figures quoted above were converted into individual member States' national currencies on the basis of fixed IMF parities, on which the budget unit of account was based, rather than market exchange rates. Thus, it would not be meaningful to express the figures for other member States in sterling on the basis of the United Kingdom rate of 2.4 budget units of account to the £ sterling.
