asked the Secretary of State for the Environment whether his Department is prepared to enter into negotiations about the precise wording of the counter-inflation terms and conditions with the firm which is the lowest bidder for a public contract.

Mr. Shore

No. All procurement departments are required to incorporate in their contracts the new counter-inflation condition and in accordance with instructions issued by the Treasury no negotiations on the terms can be allowed.
