MorrisThe Hardman Report on the dispersal of Government work suggested that dispersal might entail a net increase in staff of about 30 posts for every 1,000 dispersed, with an additional 30 in the short-term. More recent estimates do not indicate that these figures are incorrect. The cost of such additional posts as prove necessary must be weighed against the social and economic benefits which dispersal will bring to the receiving areas.
