Mr. Richard Wainwright

asked the Secretary of State for the Environment what grants have been disbursed by his Department in connection with the smoke-control programme in each of the districts in the Greater Manchester area during each of the last five years.

asked the Secretary of State for the Environment if he is satisfied with the progress being made in smoke control in the Oldham Metropolitan District; and if he will make a statement.

We have no reason to be dissatisfied. Eighty per cent. of premises in the Oldham district are smoke controlled—one of the best records in the Manchester area. It is unfortunate that the local authority has not felt able to complete its smoke control programme in

the present economic circumstances, but that is a matter for local decision. I am sure that the council will wish to complete its programme as soon as possible, and I am pleased to be able to say that it had three orders confirmed early in October.
