asked the Secretary of State for Social Services if he will institute a complete review of the management structure in the National Health Service.

Mr. Moyle

No. It would not be appropriate to institute such a review whilst there is a Royal Commission on the National Health Service. The Government have however agreed with regional health authorities' measures to reduce management costs, there have been reviews of the functions of the various tiers in the National Health Service to eliminate duplication and to achieve greater delegation of decision-making, and authorities have been asked to consider local structural changes where these would lead to more effective delivery of services and improved management efficiency.
