asked the Secretary of State for Foreign and Commonwealth Affairs what response has been made by the United Kingdom to the proposals of Dr. Waldheim for an International Energy Institute, to be set up within the United Nations system.

Mr. Judd:

My right hon. Friend's speech to the United Nations General Assembly on 27th September contained the following passage: I warmly welcome the Secretary-General's recent proposals for some institutional development within the United Nations framework for the discussion of energy. Its exact form will have to be discussed further; whether an institute as the Secretary-General has suggested, a new agency or some other body.
