asked the Secretary of State for the Home Department, in view of the fact that since 1970–71 the amount of outstanding fines has risen from £6,381,604 to £20,581,337 in 1976–77, if he will make a statement on why he is unable to give the actual amount of outstanding fines which are time expired; and whether he will take action to obtain
