Mr. Forman

asked the Secretary of State for Energy whether, in view of the Government's failure to ensure compliance with their own two-thirds rule on crude oil exports, he intends to abandon the rule and introduce a new minimum target for the amount to be refined in the United Kingdom or whether he intends to restore compliance with the December 1974 rule; and, if so, how he intends to do so.

My right hon. Friend's statement saidWe might reasonably expect up to two-thirds of North Sea oil to be refined in the United Kingdom, depending on the level of production. But our planning must remain flexible to cope with changes in the market and in the world oil supply situation.
