asked the Secretary of State for Industry when he expects his Department to have completed its study of the proposal of the National Enterprise Board that special arrangements should be made between the Liverpool Corporation, a developer and his Department, to build a speculative office block in Liverpool so as to attract office employment from outside the assisted areas; and if he will make a statement.

Study so far suggests that there are insufficient powers available to adopt the proposal in the form recommended by the NEB. I am considering whether it is possible to achieve the same intended results by other methods.
