Mr. Cormack

asked the Secretary of State for Social Services whether he will take steps to recruit village postmasters, ministers of religion and other suitable people as part-time registrars in rural areas in order to spare bereaved relatives long journeys at times of great personal distress and difficulty.

Mr. Moyle

No steps need to be taken. Except for certain people, including ministers of religion, anybody may become a part-time registrar. The county councils responsible for registration arrangements in rural areas, operating within the statutory restrictions designed to prevent irregular registrations, generally arrange for a registrar's geographical area of responsibility to be large enough to provide the experience necessary to deal with the technicalities of the job. Special facilities are usually available for anybody who has real difficulty in getting to a registrar's office.
