asked the Secretary of State for Employment what changes he has made in the administration of community industry.

Responsibility for Community Industry was transferred from my Department to the Manpower Services Commission on 1st August. This was done with the full backing of the Community Industry National Management Board which includes representatives of the National Association of Youth Clubs, the CBI and TUC.

The transfer does not affect the nature of the scheme. Community Industry will retain its separate identity and the National Association of Youth Clubs will continue to receive the Government grant with which it employs both the scheme's adult staff and the young people themselves.

The transfer is designed to give the scheme the benefit of closer links with the Commission which already has experience in running most of the other schemes for unemployed young people. It will enable the future development of Community Industry to be considered along- side the new youth opportunities programme which the Commission will be operating.
