asked the Prime Minister which Minister or Ministers are primarily responsible for the use of alternatives to living animals in experiments.

The Prime Minister

Living animals are used for experiments in a number of different fields and the possibility of using alternatives is a matter for the Ministers with responsibilities in those fields—in particular the Secretary of State for Social Services (for the pharmaceutical industry) and the Secretary of State for Education and Science (for medical and agricultural research).
