asked the Secretary of State for Social Services under what circumstances a family arriving in the United Kingdom for the first time at Heathrow Airport can take a taxi to a local office of his Department in central London and have that taxi fare paid for in cash by an officer of his Department on the arrival of the taxi at the local office of his Department; and if he will make a statement.
