asked the Secretary of State for Social Services which of the matters for which he is responsible in England he is not responsible for in Scotland; for which matters he is currently responsible in Scotland; and which matters for which he is currently responsible in Scotland will become the responsibility of the Scottish Assembly and executive under the terms of the Scotland Bill.

Mr. Ennals

In England but not in Scotland I have ministerial responsibility for health and personal social services, and share responsibility with my right hon. Friend the Minister of Agriculture, Fisheries and Food for the Food and Drugs Act 1955. In Scotland I am responsible for social security and war pensions, and I share responsibility with my right hon. Friend the Secretary of State for Scotland for control of drugs, medicinal products and biological substances as they relate to human beings; these matters are not listed in Schedule 10 and 11 to the Scotland Bill for devolution to the Scottish Assembly or Executive.
