asked the Secretary of State for the Environment what are the terms of reference of the committee looking into charges for local services in the light of the Layfield Report; what is the membership of the committee; what arrangements have been made for interested bodies and members of the public

to give evidence to the committee; what progress has been made to date by the committee; when the committee is expected to have completed its work; and if he will make a statement.

Mr. Guy Barnett

This committee is a joint working group of central and local government officers which the Consultative Committee on Local Government Finance has set up to report to it on central and local government's policies and practices in respect of existing charges for local services, other than housing rents, transport fares and school meals. The group has not taken any evidence and hopes to make an interim report to the consultative council at its next meeting in February.
