Mr. Carmichael

asked the Secretary of State for Scotland what proposals he has received from organisations outside Government on methods by which the Scottish Assembly could be given taxation powers; and in particular what response there has been to his appeal at the International Institute of Public Finance Congress in Edinburgh in September 1976.

One specific proposal based on the use of income tax in response to my right hon. Friend's invitation of September 1976. Certain amendments reflecting tax proposals were tabled during debates on the Scotland and Wales Bill and the Liberal Party published a memorandum in the spring making a tax proposal.
