asked the Secretary of State for the Environment why he has refused to make public his reasons for rejecting the proposals put forward by the Canterbury City Council regarding the Whitstable sea defences.

Mr. Denis Howell

Proposals regarding Whitstable sea defences were submitted by Canterbury City Council and formed the subject of a public inquiry in 1975. These proposals were rejected in a decision letter issued on behalf of my right hon. Friend in May 1976 which was available to all parties to the inquiry. Since then no formal proposals have been submitted to the Department under the Coast Protection Act 1949.
