Mr. Welsh

asked the Secretary of State for Scotland (1) how many district authorities have actually achieved the target of 25 sheltered housing units per 1,000 elderly set by the Scottish Development Department in 1975; if he will give figures to show the actual achievement of each district authority; and if he will make a statement;

(2) what Government incentives have been given and are planned to encourage the provision of sheltered housing units in Scotland.

My right hon. Friend has asked local authorities to make comprehensive assessments of housing needs, including those of the elderly and disabled, and to develop their future housing strategies accordingly. Under the system of housing plans now operating, authorities are expected to identify the various housing needs which exist in their areas and to show that they plan for adequate progress to be made towards meeting them.

These arrangements supersede the interim target for sheltered housing set in 1972. My right hon. Friend expects to be able to give details early next year of the provision of sheltered housing by local authorities and other agencies, on completion of a survey currently being carried out.
