§ Mr. Dykesasked the Secretary of State for Transport if he will publish a list of all bodies to which he appoints members other than civil servants, distinguishing between full-time and part-time, salaried, fee paid and unpaid appointments, indicating for each category of appointment the number of such appointees.
§ Mr. William RodgersThe list is as follows:
§ Mr. William RodgersScarcely at all. A survey carried out at 49 points during July this year showed that the mean speed of all cars and motor cycles, on single and dual-carriageway roads alike, was only 1 mph higher than at the same points in July 1976. For vehicles with free headway of at least five seconds. 777W the mean speed on single carriageway roads was unchanged at 45 mph; and on dual carrigeway roads it was 56 mph compared with 55 mph in 1976.
The level of compliance with the new limits is high. The percentages of cars and motorcycles exceeding them are only 4 on single carriageways and 7 on dual carriageways.
There is no reason to suppose that the change in the speed limits has resulted in any appreciable increase in fuel consumption. The change in the national speed limits is not relevant to goods vehicles, since they are subject to lower speed limits which have not been altered.
