Mr. Brotherton

asked the Secretary of State for Employment (1) why, in the notes provided by the Manpower Services Commission for potential sponsors of job creation scheme projects, it is stated that the projects must have the support of appropriate trade unions;

(2) how many job creation scheme projects have been approved without the support of appropriate trade unions.

(3) whether any job creation projects which are sponsored by private industry and commerce have been approved without the agreement of the relevant trade unions.

I am informed by the Manpower Services Commission that one of the conditions for approval of projects under the job creation programme is that there should be no loss of permanent employment opportunities as a result. Support for a project by the appropriate trade union is a useful indicator to the area action committee that this condition is met.

Information about the number of projects approved without the support of the appropriate trade unions is not collected by the Commission. It is known, however, that the vast majority have received such support.

It is unlikely that any projects sponsored by private industry or commerce have been approved without the agreement of the relevant trade unions.
