§ Mr. Alfred MorrisUnder regulations approved by the House, the mobility allowance was introduced as a non-contributory benefit for severely disabled people aged 5 to pension age who are unable or virtually unable to walk and who are likely to remain so for at least 12 months. Any person suffering from Down's syndrome who satisfies these criteria can qualify for the allowance.
