§ Mr. Canavanasked the Secretary of State for Energy what steps he intends taking to prevent disconnections of gas and electricity supplies to retirement pensioners and other low income groups, especially during the winter months.

CunninghamThe Code of Practice on Payment of Domestic Electricity and Gas Bills which was published by the industries in December 1976 after consultation with this Department provides that premises will not be disconnected between the beginning of October and the end of March where it is shown that all members of a household in receipt of income are pensioners over statutory retirement pensionable age, unless it is clear that they have adequate financial resources.
