asked the Secretary of State for Transport what is his estimate of the annual loss to passenger transport authorities caused by the deliberate under payment of proper fares; and what action he proposes to take to discourage this practice.

Detailed estimating in this field is very difficult. Certain passenger transport authorities have made estimates of their own losses, using a variety of methods, but no comprehensive estimate is available. I am now considering the response to consultation earlier this year on ways of reducing these losses.
