asked the Secretary of State for Employment if he will define the term self-financing wage increase which currently shows the Government's pay guidelines to be exceeded.

Mr. Harold Walker

A self-financing productivity scheme is a scheme whereby the savings achieved in unit costs outweigh the costs of the scheme such as the extra payments to those directly or indirectly involved, and any extra capital or running costs. Such schemes do not raise prices. The scheme must be demonstrated to be self-financing and be subject to regular checking that it remains so.

asked the Secretary of of State for Employment to what extent recent pay settlements have been within the Government's pay guidelines.

The great majority of employees known to have settled since 1st August 1977 have observed the Government's pay policy.
