§ Mr. CarterIf the hon. Member has in mind the quality of provision, the answer is "Yes." I will not be happy with the level of provision until it is possible to meet the full demand for this service. Even allowing for the strict qualifying criteria demand inevitably outstrips supply. Given some of the practical constraints, including distance, distribution points and availability of volunteers, I am satisfied that every effort continues to be made to reach those most in need, and to further expand the service whenever possible.
