The point I was making in replying to the Adjournment debate on 19th April 1977—90W Vol. 930, c. 165–70; especially at c. 167 —was that it would have been wrong for the Government with their foreknowledge of the contents of the White Paper deliberately to advance certain events or take them out of their proper order to try and achieve a desired result for one group of public servants.
