Mr. Kenneth Clarke

asked the Secretary of State for Social Services whether he will instruct the Health Education Council to confine its campaign on the dangers of smoking to tobacco products and to cease any further campaigning against new smoking material.

Mr. Moyle:

It would be inappropriate for me or my right hon. Friend to give specific instructions to an expert body which has been constituted to act in a substantially autonomous way. We are, however, consulting the Chairman of the Health Education Council about ways of promoting the fullest co-ordination in this and other areas of mutual concern to the Government and the council.
