Mr. Kinnock

asked the Secretary of State for Wales if he will make a statement about his policy towards the use of Welsh as a medium of teaching at secondary school level in Wales.

Mr. Barry Jones:

Our policy is that local education authorities in Wales should make provision for bilingual education which is in keeping with the needs and characteristics of their areas, taking account of practical considerations and parents' wishes with regard to their children's education. My right hon. and learned Friend's approach is described at greater length in the Green Paper "Education in Schools : A Consultative Document ". (Cmnd. 6869.)
