Mr. Arthur Lewis

asked the Secretary of State for the Home Department what action he is taking to ensure that when the Electoral Register is prepared only bona fide British nationals are included on the register ; what action is taken that the hundreds of thousand of students and others of other than British nationality who are temporarily resident and put their names on the register are not permitted to vote ; and whether he will make a statement.

The electoral registration form, Form A, asks householders to include all British subjects and citizens of the Irish Republic who will be resident on the qualifying date and who will be 18 or over in the period covered by the register. They are specifically asked not to include aliens on the form. An electoral registration officer may require a person to produce a birth certificate or certificate of naturalisation or similar documentary evidence before entering his name on the register.
