§ Sir Nigel Fisherasked the Secretary of State for Foreign and Commonwealth Affairs whether he has any statement to make about the outcome of the Dominica constitutional conference.
§ Mr. LuardThe Conference achieved a large measure of agreement on a proposed constitution. This will now be discussed in Dominica and I hope that as a result, broad agreement will emerge on the method and timing of a move to independence.
If, however, serious disagreement remains after these discussions, some further process of consultation may be necessary.
