Mr. Kilfedder

asked the Secretary of State for Northern Ireland when next he intends to reconstitute the health and welfare, and education and library boards; how many members of these boards will be appointed by him; how many will be nominated by district councillors; and whether he has any plans to reduce further the freedom of district councils to nominate whomsoever they wish.

The current term of office of the four health and social service boards and the five education and library boards ends on 30th June 1977. The Secretary of State for Northern Ireland is responsible for the appointment of all the members of the boards including those members appointed on the nomination of district councils. The nominees of district councils make up approximately 30 per cent. of the total membership of the health and social services boards and approximately 40 per cent. of the total membership of the education and library boards. No restrictions have been placed on district councils in making nominations and none is contemplated.
