Mr. Gwilym Roberts

asked the Secretary of State for Scotland how many full- and part-time appointments, respectively, are made by him which are not subject to regulation by the Civil Service Commission; what is the total sum paid annually as salary and expenses for such appointments; and if he will take steps to reduce the number of such posts.

Mr. Millan

I am responsible either solely or jointly with other Ministers for making 16 full-time and about 700 part-time paid public appointments and over 4,000 part-time unpaid appointments which are not subject to regulation by the Civil Service Commission. Details of paid public appointments are included in the Civil Service Department publication "A Directory of Paid Public Appointments made by Ministers". The estimated annual cost of the salaries and fees of holders of paid appointments is of the order of £700,000. No central records are kept of amounts paid as expenses for subsistence and travelling. As regards the numbers and costs of such appointments I refer to the reply by my hon. Friend the Minister of State, Civil Service Department to the hon.
