§ Mr. Banksasked the Secretary of State for the Environment if he will make a statement on the enactment of Section 24 of the Control of Pollution Act 1974.
§ Mr. Denis HowellSection 24 as a whole places new duties on local authorities and cannot therefore be implemented while the current financial constraints continue. Subsection (4) was, however, brought into force on 1st April 1977 in order to give statutory authority to the grant paid by my Department to the Keep Britain Tidy Group.
