§ Mr. Sillarsasked the Secretary of State for Employment if the reference in paragraph 20 of Command Paper No. 6507 to interpretation of wages policy in phase 2 means that in the Government's view what applied in particular cases during phase 1 should apply without amendment in phase 2.

No detailed guidance has been laid down, but it has been open to negotiators to discuss particular problems on the costing of incremental systems with my Department if they wish.
