Whether the trading arrangements with Uganda set out in a recent "Panorama" programme on BBC1 are acceptable.

The Panorama programme on 25th April was not a wholly accurate representation of trading arrangements with Uganda, in that it is not open to the United Kingdom to apply trade sanctions unilaterally to Uganda. Under Article 92 of the Lomé Convention, to which the United Kingdom and Uganda are parties, only the EEC as a whole can denounce the Convention in respect of any ACP country at six months' notice. Companies wishing to export to Uganda are free to do so, subject to the need for export licences where these are required.
