§ Dr. OwenThe jobs of governors and ambassadors cannot be compared in terms of grade or rank. Sir P. Ramsbotham is a Grade 1 officer in the Diplomatic Service and will remain a Grade 1 officer, though he will be on secondment to the Government of Bermuda which is responsible for paying his salary and allowances.
