The Commissioner for Local Administration in Scotland is statutorily responsible for reviewing annually the operation of Part II of the Local Government (Scotland) Act 1975 and may convey any recommendations or conclusions reached in the course of his reviews to my right hon. Friend the Secretary of State for Scotland.
