Friend's decision is given on an appeal made under Section 36 of the Town and152W Country Planning Act 1971, he has no further jurisdiction and cannot reopen the matter to consider any further representations or complaints. There is provision under Section 245 of the Act for persons aggrieved by the decision to appeal to the High Court within six weeks of the date of the decision on the grounds set out in that section.
