asked the Secretary of State for the Environment what measures he proposes towards museums like that in Wisbech which is charged water rates at a percentage of rateable value while the water consumption is confined to two kettles a day.

All properties currently pay a minimum charge for water supply, based on their rateable value, irrespective of consumption. The National Water Council is, however, examining the question of charges to highly rated properties as part of the follow-up of its report "Paying for Water"
