Friend said in his statement on 6th April—[Vol. 929, c. 1226–46.]—a large measure of priority must be given in the early years to the regeneration of the inner areas of the major cities to whom the Government are offering partnerships. Other cities and towns will, however, continue to have access to the Urban Programme, and on an increasing scale in later years.
