Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs (1) if he will propose within the United Nations Commission on Human Rights an international investigation on conditions in the mental health camps in South Africa;

(2) whether he proposes to take action within the World Health Organisation or other appropriate United Nations bodies on the World Health Organisation report dated 22nd March 1977 entitled "Apartheid and Mental Health Care".

Mr. Rowlands

It would be premature for the Government to take action on the report, since it has yet to be considered by the Special Committee on Apartheid which commissioned it.
