§ Mr. GoldingI am informed by the Manpower Services Commission that the 471W average gross cost to public funds of providing one job under the job creation programme is £1,452. Taking into account the return to the Exchequer in taxes and national insurance contributions, savings in unemployment benefit and social security payments, the net cost is estimated to be about £600. A recent sample survey of JCP employees indicated that the average weekly wage was £36.
