asked the Minister for the Civil Service whether it is his policy that holders of the licence of the University College at Buckingham should not be eligible to enter graduate competition for appointment to the Civil Service; and whether he will make a statement.

The responsibility for assessing and approving academic qualifications for entry to the Civil Service rests with the Civil Service Commissioners, who have discussed the question of recognition with the University College at Buckingham. I understand that they have told the college authorities that it is as yet too early for them to accept any equivalence between the college licence and degrees awarded by United Kingdom universities or validated by the Council for National Academic Awards. The Commissioners have undertaken to review their decision in due course, and to do so in any case if the college were to be granted a charter.
