§ Mr. Joel BarnettThe Finance Act of 1946 provides for land and other property acquired through the Fund to be disposed of for the use and enjoyment of the public. Statements by the Chancellor of the Exchequer, Dr. Dalton, in his Budget speech on 9th April 1946 suggest that he conceived that in this way the land could be regarded as dedicated to the memory of the war dead as well as to the use and enjoyment of the living.
