§ Mr. McCrindleasked the Secretary of State for Transport if he will introduce legislation requiring evidence of insurance cover to be displayed by disc on the windscreen of a motor vehicle, rather than by the present certificate of insurance method.
§ Mr. William RodgersThis proposal has been considered in the past. Its disadvantage is that insurance policies often include restrictions as to use, entitled drivers, etc., which are too complex for display on a windscreen disc; and although a disc would show whether an insurance policy existed for a particular vehicle it would not prove that it was being used in accordance with the conditions of the policy. I prefer to rely on the existing power of the police to require a driver at any time to produce an insurance certificate.
