§ Mr. LuardThe Review Meetings of the Conference on Security and Co-operation in Europe were among the subjects which my right hon. Friend discussed with the Soviet Ambassador when he called on him on 23rd March. The implementation of the CSCE Final Act and preparations for the meetings at Belgrade have been discussed with Soviet representatives on several occasions this year by Ministers and officials, including the British Ambassador in Moscow, with the Soviet Ministry of Foreign Affairs, and by194W senior officials of the Foreign and Commonwealth Office with a leading Soviet expert of CSCE, Ambassador Mendelevich.
