My right hon. Friend would act on the advice of the Health and Safety Commission in making any necessary regulations pursuant to Section 79 of the Health and Safety at Work Etc. Act 1974.
As yet the Commission has not put forward any proposals to my right hon. Friend, but the Chairman informs me that he expects consultations with interested parties to begin before the end of 1977.
