asked Her Majesty's Government:

What studies, including any traffic counts, were carried out prior to the installation of the traffic lights which came into operation in about the week of 28th February 1977 at the junction of the Highway, Narrow Street and Butcher Row where the boundaries of the postal districts of London El and El4 meet; and to what extent any such studies justified the installation of those traffic lights.

These are matters for which the Greater London Council are responsible in their capacity as the appropriate highway and traffic authority. The noble Lord should accordingly address his inquiries to them.
